Recently, the behavior of looking on unconcerned to others’ danger frequently occur insociety, which is not only strikes the conscience, but also led advocates to find an effectiveway to solve the problem of moral indifference, and the study of relevant problems whichweakens the inevitableness and necessity.Some scholars suggest that the behavior of looking on unconcerned to others’ danger canbe criminalized, resort to legal measures to regulate these problems. But others argued that itshould belong to morality. The author considers that the problem of looking on unconcernedto others’ danger is a complicated problem with many factors, it comes to various fields likeethics, society, legislative and regulatory, the problem should be settled in a way with a viewof depend on double means of morality and law.The thesis on the basis of evaluate and summarize the looking on unconcerned to others’danger cases over the past10years, after analyzing the existing research results of Chineseand abroad, and Chinese situation, first, summarizes the concept and the types of looking onunconcerned to others’ danger; Secondly, analysis domestic and overseas cases of the lookingon unconcerned to others’ danger; Thirdly, summarize and compare the relevant legislativemandates and the literature materials about looking on unconcerned to others’ danger inwestern countries, some Asian countries and regions, and ancient China; Finally, combinedwith China’s actual situation, start from the morality, Chinese traditional culture, socialsecurity regulations of good Samaritan and rules of civil servants’ behavior respectively, makeuse of two methods-ethics and law to solve the problem of behavior of looking onunconcerned to others’ danger, and constructing the harmonious society.
