Countermeasures Research On Enhancing Supervision Function Of Panshan County People’s Congress

Supervision of "One Government Two Departments" is an important power to the National People’s Congress and Standing Committee of the National People’s Congress. This supervision is both a kind of restriction and support and promotion. In our country’s political life, Constitution and laws endow the National People’s Congress "Power and Position" status. From a legal perspective, the supervision implemented by such authorities should be the supervision of fundamental system, with the highest level and greatest authority. It is in the core position with the highest legal force. But in recent years, from the view of local people’s congresses’practice, supervision work is still in a "weak" position, the problems are still very prominent, for example, its lack of supervision function, and the supervision quality is still ineffective and unobvious.Firstly, this thesis clearly defines some concepts about the NPC supervision, and then gives a brief overview of the properties and roles of the NPC supervision. Simultaneously, it briefly introduces some supervision contents, procedures, methods, results and other elements. This thesis uses the methods of literature analysis, empirical analysis and comparative analysis to describe the current situation of Panshan County People’s Congress’supervision, and make an in-depth elaboration on supervision methods, contents, results and other elements. On this basis, the thesis points out some problems existing in Panshan County People’s Congress’supervision, such as unspecific supervision subject, indefinite supervision object, single supervision means and quality lacking in deputies. According to the actual situation analysis of Panshan County, the author finds the reasons of the above problems in ideology, system, institution and reality. Base on these problems, the author proposes some measures to strengthen Panshan County People’s Congress’supervision such as "nurturing Constitution consciousness, deepening and improving the relevant system, strengthening the legal system construction"The author uses five chapters to illustrate Panshan County People’s Congress’ supervision countermeasures. In the third chapter, the author writes a scheme demonstration to enhance supervision intensity of Panshan County People’s Congress which makes the countermeasures and suggestions more operational and practical and solve the problems existing in Panshan County People’s Congress’supervision. From the perspective of theory and practice, it is helpful to provide solutions to Panshan County People’s Congress’ supervision.
