Modern China is in the period of sharp social transformation, which require us toexcise the executive power by law during running the country and CPC and managingthe state affairs and social affairs. However, there are the phenomenon of unethicalconduct during the administrative subject use their power. When it becomes more andmore serious, the public interests of society is injured directly or indirectly. Legislatingand institutionalizing the ethical standards of the executive is important to theconstruction of the administrative ethics. As far as the administrative personnel,although there is no consensus of legislation to ethical conduct, yet the self-deciplinecan not solve the ethical problems. Therefor, it is nessicery and meaningful to build theconstruction of legislating and institutionalizing to the ethical conduct of executivepersonnel. The western countries also meet the problem of corruption, but they takesome measures to solve them. Especially for America, the study on legislating andinstitutionalizing to the ethical conduct of executive personnel starts early and achievesresults. Hence, the writer introduce the Standards of Ethical Conduct for Employees ofthe Executive Branch and its management,and then get the enlightenment by analyzingits successful experiences.The thesis includes four parts:Part One, introduction, it contains research background, research significance andresearch methods, it also includes the definations and conception of the key words.Part Tow, you will see the historical context and characteristic of legislating andinstitutionalizing American executive power. Part Three, this part studies on the introduction and analysis of the content andimplementation mechanism of legislating and institutionalizing American executivepower.Part Four, We learn the enlightenment through the introduction of Chinese currentsituation of the construction of comparison and comparison between American andChinese.
