With the rapid social development, we are entering an era dominated by thetechnology and efficiency. However, enterprises and governments pay far moreattention to the importance of efficiency while neglecting the essential aim of socialdevelopment. As a result, problems occurred in the city are more and more seriousdespite the level of urbanization dramatically rises. Among those problems, we areextremely unsatisfied with the poor public service construction. Facing thedisconnection between the technology and service, we cannot help considering the wayto joint these two better to be served for us. Perhaps, the smart city is the joint point.The smart city, an advanced phase of city development, is technically supported byInternet of Things, is aimed at intelligentialize and is by means of interconnection. As aharmonious system at last, it involves infrastructure construction, social governance,international people’s livelihood, related industry and crowd, ecological environment,etc. It contributes to the unprecedented optimal status of the city development. Thesmart city has following characteristics: on one hand, it depends on informationtechnology. Particularly construction of Internet of Things produces much convenience.With the help of the technology, the world can connect, share resources to a large extentand realize the advanced intelligentialize. On the other hand, it focuses on theparticipatory. The definition of “smart” not only includes highly intelligent oftechnology, but also includes humanization of service. In accordance with this concept,the smart city is fruitful and helpful in many areas concerning people’s livelihood. Itcovers manufacturing trade, public service, social insurance, cultural service and so on.In conclusion, smart city will help boost the living quality obviously for us and bringmore bonuses for society.Compared with the public administration of the traditional city, the thought of newpublic administration is based on the theory such as civil rights, interlocution&negotiation of citizen, organizational humanism, etc. The “seven basic principles” areadded to the thought of new public administration. They point out that protection ofpublic interests and respect on civil rights should not be overlooked. Accordingly, itreverses the deviation of managerialism and transcends the thought of new publicadministration to some degree. Rightly under the guidance of the thought of new publicadministration, our social governance turns on a service mode. The government makes an effort to construct a service-oriented government to meet the widespread demands ofsociety for public service and interests.Smart city is tremendously popular for its particularly advanced technology andfull-service concept. Its appearance can reduce the social cost and decrease destructionof the ecological environment during the process of the traditional city construction.What is more important is that it may bring countless possibilities to the public servicesof the city. In fact the smart city has made many achievements in the public services.For example, by virtue of its developed Internet of Things technology, the public trafficcongestion is alleviated so that people can travel more conveniently and quickly;cross-district medical care no longer needs one to prepare too much medical records,with a smart Health Card in hands, one can enjoy better medical resources. In addition,it also sets the public participation and satisfaction as criterions to evaluate the publicservices. In the process of public service construction, it provides a variety of channelsfor public opinion, which will deeply involves people in the construction of publicservices, so as to improve the overall public satisfaction of urban living quality.For this reason, this paper conducts research on public service construction in thedevelopment of smart city. It takes public service theory as the point of penetration andthe smart city as the core point of discussion. Combined with the construction of theSmart city——Taiyuan government, this thesis explores the recent efforts and futureplanning of the government in public service construction, on basis of the developmentand status related to smart city Meanwhile, in the course of the analysis, the paperelaborates detailedly the current problems in the development of smart cities, and findsout the reasons and puts forward the developing methods in the future. Through theresearch on the public service construction form smart City perspective, the smart city,on the one hand, it can better meet the citizens’ demand for public services; on the otherhand, it can promote the city’s future development more effectively so as to improve theenhancement of overall social benefits.
