The ethnic issue has become an important social problem during the course of human history. It is also a sensitive and complicated issue. The ethnic issue has extended beyond the national development to the relationship between ethnics, classes and countries. Especially in the multi-ethnic country, the ethnic issue has occupied a prominent position. For a long time, many multi-ethnic countries have suffered seriously from ethnic issue. Besides disturbing the peaceful life of those people in many countries, the ethnic issue has also exerted profound influence on the restructuring of world pattern and international relationship. As a matter of fact, the ethnic issue has a special association with religious issue. In a multi-ethnic and multi-religious country, the religious issue has always been an inseparable part of ethnic issue. Both of them have influenced and penetrated each other, combining into the popular but demanding topic on a global scale. In some regions and countries, the ethnic issue has mainly taken the form of religion. On the other hand, the difference in religion has also worsened the conflict and separation between nations. If their relationship is not handled properly, it will easily compromise the national interest, national emotion and national dignity, therefore undermining the national unity, regional stability and national security. The Europe is seen as the Christian cradle as well as the source of modern nation. After going through the early-stage church, the eastern churn, the division between eastern and western church as well as the religious reform, there have gradually existed the Catholic Church, the Eastern Orthodox Church and Protestant Church. Hence, from the perspective of religious factor, European counties can be divided into the Catholic country, Eastern Orthodox country and Protestant country accordingly. Those Eastern Orthodox countries in Europe have developed their own political form based on the special historical and cultural factor. Due to the complicated ethnic structure, those countries are mainly referred to as the multi-ethnic country. However, the complicated ethnic structure has also formed a strong resisting force during the course of historical development in those countries. In other words, the ethnic issue has haunted the political development and democratic consolidation in those countries. Since the1990s marking the end of the cold war, the changing international environment and persisting domestic conflict have further worsened the ethnic issue in many Eastern Orthodox countries, such as the Kosovo crisis, the Bosnian conflict, the struggle over Cyprus, Chechnya war, the issue around coastal Reka Dnestr in The Republic of Moldova and Ukraine crisis. Sweeping from Central and Eastern Europe, Balkan region to Caucasus region, the ethnic issue has exhibited a new feature and tendency. This paper consists of five parts. The first part is devoted to introducing the research background, meaning, relevant research both at home and abroad, research method and basic concept.
