As a key ring in his huge and complicated ideological system, the theory of Political Sociology of Max Weber has not received the attentions it deserves. For a long time, the study about Max Weber’s theory focus on his thought about the real world, such as sociology and economics. As for his findings of the liberty problem in the modern bureaucracy has not received the attentions it deserves.Weber use his own social science research tools——ideal type, found a conflict between values, where people gradually under the modern hierarchical bureaucracy is bound by the system, not freely development from his own nature. Though, the bureaucracy is according with modern increasingly complex social management role and has the advantages of organizational and action, but the value of system is difficult to keep consistent with the value of a man, so the modern itself the effect of the layer of bureaucracy is depressed people.Facing the limit of human’s liberty form the modern bureaucracy, Weber put forward his own solution, which is directly elected leaders trying to lead the country to resist the bureaucracy instead of political behavior, combined with the help of a strong parliament, before leading the National Bank. Such discussion has brought posterity views of Weber is the founder of the theory of elite democracy, Weber’s position in the history of political thought has been positioned in the elite theory of democracy camp. However, the paper believes that if Weber’s methodology itself since the beginning of understanding the political ideology of sociology Weber and his lament for the bureaucracy system,they can be found in Weber hardly be called democratic elite commentators. On the contrary, it is a liberal democratic theorists.
