Now and even longer time, China is in the stage of industrialization, while facing globalization, information and democratization. The traditional bureaucracy cannot adapt to the new situation and need transformation urgently. On the topic of Dilemma and surmounting of the traditional bureaucracy of China, this paper made the following aspects:First of all, it introduces the research background, significance of the topic, scholars’different perceptions about the bureaucracy and the study methods. Secondly, it elaborates the meaning and characteristics of the modern rational bureaucracy; it talks about the historical conditions that the modern rational bureaucracy formed on and western criticism and transcendence, etc.; from the perspective of theory and practice, it elaborates the reasons that makes Weber’s modern rational bureaucracy the greatest, most efficient form of organizations. And, with the western countries transforming to the post industrial society from the industrial society, the administrative way and organizational form should be reformed to adapt to the changing social environment. Thirdly, we see through the Chinese traditional bureaucracy, reviewing the developing paths of Chinese traditional bureaucracy to understand the characteristics of Chinese traditional bureaucracy, finding out the differences between Chinese traditional bureaucracy and the modern rational bureaucracy. To meet the political, economic and social development, Chinese traditional bureaucracy transformed a lot and many difficulties encountered in the process. Through the analysis, we can find out the achievements and lacks in the process of the transformation. Finally, it discusses the mode selection of Chinese traditional bureaucratic transformation, such as the rational bureaucracy model, the dual mode of management+services, the ternary model of management+services+control. It demonstrates the ternary model of management+services+control is the mode that most appropriates to Chinese conditions. Facing the dilemma of the value, democracy and efficiency, the impetus and the resistance, it proposes a specific measure that establishes the ternary model of management+services+control: Rebuilding administrative culture, gradually changing the administrative functions, fulfilling administration according to law and so on.
