Responding to climate change is one of the important themes of the forest law amendment. There is a close relationship between climate change and forest carbon sinks, which plays an important role in the mitigation of climate warming and maintaining a stable climate. It is necessary and feasible to developing the forest carbon sequestration in China. As a big country of carbon dioxide emissions, China faces enormous pressure on carbon emission reduction, and developing the forest carbon sequestration is helpful for china to achieve carbon reduction target. Chinese territory is vast, with the rich amount of forest resources, which is an advantage to developing the forest carbon sequestration.The international treaties,such as The United Nations Framework Convention on Climate Change (UNFCCC), Kyoto Protocol, The Copenhagen accord, and so on, guide and restrict the international community to respond to climate change. The treaties construct the basic system about the forest carbon sequestration. Because of the huge pressure on climate change, China ought to participate the negotiations about the climate change positively and to learn the new measures about the forest carbon sequestration.If China wants to develop the forest carbon sinks, on the one hand,China should develop the technology about the forest carbon sequestration, on the other hand,China should construct and improve the systematic protection for the forest carbon sequestration. The forest law is one of the important laws on forest carbon sink protection in China. The law was promulgated in the 1980s, and was revised in 1990s. Because of the time passed by, the forest law did not adapt the change. To be specific, firstly, the legislative purpose is backward; secondly the law did not act on international convention; thirdly, the law did not construct the systematic protection for the forest carbon sink, including carbon sequestration, carbon sink, and insurance. Thus, China should change the forest law from the above three aspects.
