A ferry carrying 459 passengers and crew sank off the coast of Jindo Island in South Jeolla Province in 16.April 2014.The accident caused about 300 victims, Korea safety system totally needs to be checked. Not to occur again similar disaster, Ministry of oceans and fisheries enhanced four period Safety management system innovation, rationalizations of safety management regulations, the passenger transportation business paradigm transition and a maritime safety culture life. The Supreme Prosecutors’ Office, last October announced the final investigation results of the Sewol accident. They attributed the cause of the ferry disaster to cargo overloading and Sewol crew member’s poor steering.This thesis will discuss Dissertation is divided total 5 chapters and content is focus on Korea. Thesis begins with preface. Chapter one deal with definition and position of captain. Chapter two analyses labor conditions of captain and crew. Chapter three treats system of relating with maritime salvage. Chapter four treats criminal liabilities of captain. Chapter five deals with legislations which are proposed caused by Sewol accident. In addition, this accident revealed overall of Korea safety system. The last will sum up and concludes this thesis.
