Research Of Anti-corruption System Of Nanjing National Government From 1927 To 1937

In 1927 the Nanjing national government was established and preliminary unified the country. To consolidate its power and strengthen the leadership of the party, the Government constantly improved the system of anticorruption laws and conducted a series of institution construction. During that time, the national economy grew rapidly, and the anti-corruption work also made remarkable achievement through tough measures. Therefore, the author try to represent some laws and their enforcement that can draw lessons from, and hope the construction of anticorruption institution nowadays will be benefited from them. The whole paper is consists of four parts.The first part is the analysis of the Nanjing national government mechanism against corruption, and the Nanjing national government’s anti-corruption legal system architecture from 1927 to 1937 was introduced in detail.The second part is about the exploration and practice of Nanjing government in anticorruption system. Anticorruption mechanism is mainly composed of supervision system and punishment system. Central civil servant disciplinary commission are made an example for anticorruption mechanism operation, to illustrates the case processing in central disciplinary committee as well as the features when central government civil servant disciplinary committee perform their duties, and expounds the operation procedure of anti-corruption agencies in the Nanjing national government.The third part summarizes the characteristics of the anticorruption system of Nanjing national government from 1927 to 1937, on the base of the regime then. This article analyzed the difference between today and temporal days’ anti-corruption from the system, domain, and the action of anticorruption agencies in the investigation way, strength, and other aspects.The fourth part mainly elaborates the gain and loss of Nanjing national government in the process of anti-corruption. On one hand the author analyses the actively exploration and highlights of Nanjing national government in the process of anticorruption and analyzes its great measure which can still contribute to the development of anti-corruption today. On the other hand, the author analyzes the Nanjing national government’s collapse due to the failure against corruption. The root cause is an one party dictatorship of the Kuomintang warlord’s rule. Beside this, it was the law enforcement process in many conditions that eventually led to the unsatisfactory result in anti-corruption and the prohibition of corruption. The last part tells us that only we establishing system of anticorruption combine it with the current state of the party and learn from previous failures, can we finally wipe out corruption.
