Research On The Implementation Effect And Promotion Strategy Of Public Library Act

Public libraries are one of the important components of the socialist public cultural service system.They are responsible for inheriting and developing traditional culture,and for promoting,guiding,and serving the reading of the entire population.After the 19 th National Congress,the first cultural legislation passed by the Standing Committee of the National People's Congress,that is,China's first library special act-the "Public Library act of the People's Republic of China".This act fully reflects the important idea of the Party's Central government in administering the country in accordance with the act.It is the concrete practice of Xi Jinping 's socialist thought with Chinese characteristics in the new era.The introduction of this article briefly introduces the topic selection background,significance,and research status at home and abroad,and determines the research content and research ideas and methods.Then it mainly introduces the theoretical basis of the implementation of public library act,and how related theoretical knowledge can play a role in the implementation of public library act.Based on the theory,the content of public library act is analyzed,and the outline of interviews is formulated based on the analysis results.Then the process and results of field interviews conducted by some public library directors and readers in Hebei Province were summarized and found.Since the implementation of the Public Library Act,governments at all levels have achieved significant results in implementing the Public Library Act,Including the continuous improvement of the construction of public library facilities;the establishment and improvement of public library operation and management systems;and the effective improvement of public library service levels.And briefly analyze the main problems and their causes in the implementation of the public library act discovered through investigation,Including some public library infrastructure construction is still lagging;Government funding at all levels is still insufficient,professional practitioners are still scarce and the team structure still needs to be adjusted;The construction of the public library service network system in our province needs to be further improved,especially the slow construction of the main branch library system in some regions,the insufficient cross-regional horizontal connections,and the extension of the library's external service network to be strengthened;Continue to increase the participation of all sectors of society in public library construction and development.Finally,based on the analysis of the problems and their causes,combined with the status quo of the development of the public library in our province.Propose strengthening government responsibilities and strengthening public library infrastructure construction;Check the number and quality of staffing and establish a talent security mechanism;Innovating mechanism and system to improve service efficiency;Encourage and guide social forces to participate in the public library of our province;Improve the legal system,speed up the formulation of local legislation and other strategies to enhance the effectiveness of public library act implementation,and further promote the development of public library undertakings in Hebei Province.
