Children are the future and the hope of nation, it’s a necessary stage for all human bings in the process of evolution. For a long time, the child is not regarded as subjects of rights, welfare and security problems of children did not take the attention of all countries, so that the action of drowning, Infanticiding and foundling, is considered patriarchal freedom. After entering twentieth Century, the voice that rising status、protecting of the rights of the children is rising. Countries in the world have gradually reached such as "Universal Declaration of human rights", "Convention on the rights of the child" and other documents on the protection for children’s rights. The protection of child welfare issues began to be accepted and developed.Since 1990, China joined the "Convention on the rights of the child", and made significant changes in the aspect of protecting the rights of children, legislation, policy, but with the continuous change of the society, the problem of children’s rights have been presented. In this paper, in order to discuss the protection of the rights of the child, we take the "Yuanlihai event" and "the Sun Village Of Beijing" for example. The first chapter of this paper, the author puts out the point problem, the researching object of this paper and has made brief analysis. The second chapter discuss the legal basis of the protection for children’s rights, expounded what kind of rights children should have, which leads to the special rights of vulnerable children should have and the content of the problem. Based on the previous two chapters, the third chapter and the fourth chapter focus on analysis for the two forces taking care of vulnerable children, then the author propose the suggestion mainly from establishment of basic principles, perfecting for legislative system, responsibility of government three aspects. The two chapters are the important part of this paper. Finally, based on the previous studies, the author put forward the possibility of cooperation between government and non-governmental forces in taking care of vulnerable children.
