Reduce The Administrative Cost To Pengshan Government Of Case Studies

Since China’s accession to the World Trade Organization and forming China-ASEAN Free Trade Area, the relations between China and the outside world has become closer. In addition, the role of the government in economic and social development keeps turning. The 16 th National Congress of CCP’s report points out that we should reduce administrative cost by further transforming functions of the government, carrying out E-government and enhancing the efficiency of administrative management, as is shown in the 17 th and 18 th National Congress of CCP’s report. How to enhance the efficiency of administrative management and reduce administrative cost have positive effects on improving the social image of the government and the credibility of the government, promoting the healthy development of harmonious society and so on. Combined with the basic principle of administrative management, sociology and public administration, this paper systematically analyses the current situation of Pengshan County government’s administrative cost, using literature research, data analysis, case method and other methods. First of all, it summarizes the topic from aspects such as the background, significance and research status at home and abroad, and introduces some related theories of the administrative cost. These lay the theory foundation for the following cases of reducing Pengshan County government’s administrative cost. Then, it has a study on the current situation of Pengshan County government administrative cost from the aspects of comparisons among the historical data from fiscal revenue, fiscal expenditure and Gross regional domestic product. The study shows some problems on Pengshan County government’s administrative cost including relatively higher administrative costs, relatively weaker control measures, relatively faster growth rate and so on. The factors caused these problems are mainly flawed management mechanism, unsound budgeting system and purchase system in urgent need of improvement at Pengshan County. Meanwhile, the paper have a summary of the experience in reducing administrative cost of the United States, Singapore, Taian and other countries or regions. Finally, based on the methods including theoretical analysis, case analysis and empirical analysis, it puts forward the corresponding suggests on reducing administrative cost from expenses control, budget control and purchasing of government administrative cost. The paper emphasizes that transforming the government administrative function and reducing administrative cost are of great importance to build the honest, efficient, pragmatic and trust-seeking social image of the government.
