Sichuan Xinjin Public Security Organs Public Crisis Emergency Ability Satisfaction Survey Research

Today, to evaluate a government’s ability of management, we should not only focus on it’s representation in social life under normal conditions, but also it’s reaction in unexpected times, that is the government’s emergency management. As the emergency disposal, one of the government’s main public security organizations, will play a different mission. Therefore, the study of public security emergency handling mechanism will be of great practical significance for the public security emergency response capability. In the critical period of the China’s rapid development, the government emergency mechanism is effective for the government to handle the taboo status, so how to strengthen emergency management and improve the ability of prevention and disposal of sudden public events is an important part of building a harmonious society and the urgent requirement to the full implementation of government functions and to improve the administrative ability. There is still a large gap between China’s the public security emergency response mechanism and western developed countries’ and even some developing countries’.The main questions are: the lack of awareness of emergency disposal under the normal management, emergency warning, public security command, coordination and legal protection and so on. How to proceed from current situation of China’s public security emergency response mechanism, construct modern emergency management mechanism, and improve the emergency response capacity of public security organizations are the major issues of Xinjin’ public security organizations.This paper puts the satisfaction of public crisis emergency response capacity of public security organs in Xinjin county as the general topic, and it concludes four parts. The first part, proceeding from the topic background and research significance, analyzes the researches of the emergency mechanism and ability at home and abroad and clarify its basic concepts, research ideas and methods. The second part introduces the basic information and related theories on society, economy and public security organs of Xinjin county, highlights the satisfaction research design of public crisis response capacity of public security in Xinjin, and determines the research purpose, hypothesis, object and methods. The third part introduces the results of the satisfaction survey of public crisis emergency response capacity of Xinjin’s public security organs, makes detailed analysis and finds out the problems. Based on the researches above, the fourth part puts forward the countermeasures and suggestion to further improve the public crisis emergency response capacity of Xinjin’s public security organs.
