Analysis Of China's Public Security Organs In The Construction Of Emergency Response Mechanisms

Our country is at a key point of economic and social transition at present, when all kinds of new social conflicts and problems keep emerging, causing emergency events, such as group events, safety accidents, local conflicts, etc, which have not only influenced people's working and living orders, but also led to social, economic and public mental disorders and confronted the government with unprecedented challenges in management. Thus, it's an important task for us to prevent and control emergency events effectively, work on how to deal with emergency events with active and scientific measures, study and conclude on the emergency tackling mechanism with regular patterns, and with its guidance, enhance the ability to prevent and dispose emergency events.As an important functional department of the government, the Public Security organs have the vital duties of maintaining the social stability and public security in the new era, playing an important role in preventing and disposing all kinds of emergency events. It's of great and direct practical significance that the Public Security organs establish brand new conceptions on the emergency management of outburst events and set up complete, scientific and effective mechanism for tackling emergency events and its early warning and various regulations and measures according to the duties conferred by laws.This article consists three chapters. The first chapter introduces the meaning of the Public Security organs'emergency tackling mechanism and the importance and the impendence of enhancing the construction of emergency tackling mechanism. The second chapter analyses the problems that exist in the construction of the Public Security organs'emergency tackling mechanism of our country from aspects of early warning, commanding, operating, coordinating and law. The third chapter probes into the measures to enhance the construction of the Public Security organs'emergency tackling mechanism and put forwards five policy suggestions aiming at the problems in order to build up a new system for the Public Security organs'emergency tackling mechanism to enhance their ability to prevent and dispose emergency events.
