<Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled> adopted by the Diplomatic Conference in Marrakesh, Morocco on June 27,2013, a beneficiary person is a person who are blind, visually impaired, or otherwise print disabled. The purposes of this Treaty is harmonizing limitations and exceptions with a view to facilitating access to and use of works by persons with visual impairments or with other print disabilities, as a result, international copyright limitations and exceptions into a new era. China is the world’s most populous country, with the conclusion of treaty, a large of persons with print disabilities have a stronger thirst for knowledge. Research involved in the current system of copyright law in China, combined with Chinese reading disabilities in social life learning, the right of access to works of reading disabilities need to construct both in legislation and practice mechanism. June 6,2014, the Copyright Law Draft Amendment 3 third draft announcement, there are a few provisions is to protect print disabled. It’s time to adment China’s copyright law according to the content of the treaty. As one of the huge population of the visually impaired in developing countries, also for the progress of the copyright law and international standards, improvement of the limitations and exceptions to copyright law system and protection of print disabled persons’right of cultural participation become an urgent topic.
