| Administrative penalty hearing system is an important modern administrative law system, which not only can the executive in exercising its powers for effective regulation, but also to fully protect the legitimate rights and interests of administrative counterpart. China on October 1, 1996 implementation of the "Administrative Punishment Law of People’s Republic of China " for the first time introduced to China in the hearing system of administrative law, which is a major advancement of China’s socialist democracy and building the rule of law, but also to learn from foreign advanced our legal system and a useful experience to try.
