The Role Of The Communist Youth League Organizations In The Social Management And The Implementation Path

Chinese Communist Youth League is a mass organization of advanced youth under the leadership of the Chinese Communist Party, is a school where the majority of young people learn Chinese characteristic socialism and communism in practice, also the assistant and reserve force of the Communist Party of China. At present, our country is facing the development of important strategic opportunities, and in the period of prominent social conflicts, social management is getting more difficult and need more participation, also the Chinese Communist Youth. Communist Youth League organizations must identify its position in the field of social management, give full play to the three major social functions, which are the assistant and reserve force of the party, an important pillar of the social role of state power and, the link and bridge between the party and government with young people. Through good participation in social management, Communist Youth League Organization reflects its political, mass, and social nature obviously, as well as its basic functional requirements as to guide youth, organize youth, serve youth, and safeguard youth’s interests.In this context, how to position themselves, how to play a good role, how to reflect the functions, and how to better organize and provide services for the youth in social management are the new problems the Communist Youth League organizations need to study and explore in the social transition period. Besides, how to continuously extend the work of the Communist Youth League organizations in the social management is another question to think about.In this paper, the theoretical disciplines of public administration, administrative management, and sociology are borrowed; the literature research, case studies, comparative studies and other research methods are applied to systematically summarize and sort out the theoretical basis for Communist Youth League to participate in social management. It argues that the Communist Youth League as the mass organization of youth should play the role of assist managers in youth affairs management, defenders of youth rights, promoters of volunteer work, breeders of professional youth social workers, and providers of public youth services in society management. The strategic analysis of the path as how to realize these roles are done. Communist Youth League organizations should give full play to their strengths and integrate into the overall social management situation.This paper selects Communist Youth League organizations of Kecheng district, Quzhou as case study to analyze the main approach in social management for the Communist Youth League Organizations. It describes the starting point in the Communist Youth League organizations during participation in social management on the basis of practice, and proposed that the effective path for Communist Youth League Organization to participate in social management is to improve the effective mode, establish a scientific mechanism, innovation the way of work and capacity building, and work efficiency etc. This Study hopes to give reference to deepen the understanding the position of the Communist Youth League organization in the social management, to help strengthen its social management and innovation.
