A Research On The Path Of The Communist Youth League’s Participation In Local Management

Under new historical situations, the fundamental duty of the Communist Youth League (CYL) is to constantly consolidate youth masses foundation under the ruling of Chinese Communist Party. However, with the construction of marketing economy and the coming of social transformation period, diversified developments of various factors have brought up new challenges to the CYL such as challenges to its function-positioning, organizations, work patterns and running mechanism, etc. If the CYL couldn’t effectively help relief burdens for the Party and service the economic development of the country, or couldn’t care about the growth and success of the youth, the work of CYL would be marginalized, or it would even lose its value and significances of existence. Therefore, it’s typically urgent for the Communist Youth League to change its functions. According to the central government, the significant task at present is to strengthen and innovate social management so as to provide a guarantee for constructing a well-off society and realizing the lasting political stability of our country and the Party. Thus, it offers a good opportunity for the League to further broaden its own development. With the application of theories as public management, administrative management and social management, and research methods as literature research, cases study and system analysis, the paper summarizes and hackles theoretical basis, necessities and feasibilities for the League’s participation in social management. It also proposed that the League, as the mass organization of youth, should bear important responsibilities in social management, and that the League should give a full play of its work foundations and advantages. The League should also participate actively in social management and create further promotion for its construction. In the paper, the author selects League Organization of Beihai Haicheng District for case analysis. She analyzes practical modes and running mechanism of the League’s participation in local social management and discusses the relations of the government with the League in it on the basis of practices. Through deep analysis of the starting point, principles and methods of work for League’s participation in social management, the author considers that the League should stress the working emphasis on its participation in social management, such as focusing on perfection of system construction and material security, strengthening development of organizational capacities, and enhancing work efficiency, etc. The study in the paper will help to deepen the position and social functions of the Communist Youth League, and help to strengthen social management and innovation. As a reference, it contributes to promote academic study on the Communist Youth League.
