Problems And Countermeasures Of Democratic Elections In People’s Representatives In Grass Roots

People’s Congress System is Chinese main political system.Based on the principle that all rights belong to people, the nation’s power organs are constituted by the representatives which is voted from the general election.The degree of completeness of election system is one of the key standards of a country’s democratization level. The improvement of representative election system of National People’s Congress system at county and township level is an important content in strengthening Chinese socialism democracy construction. From the foundation of People’s Congress electoral system,the overall trend is developed and advanced, but there is some problem in People’s Congress electoral system in the implementation process which restrict the realization of people’s democratic rights.Based on the theory of NPC grassroots democratic elections, the article systematically analyzes the deficiencies in terms of grassroots NPC of democratic elections, such as electoral organization is temporary and leading cadres plays cross-representation in it; the demarcation of constituencies is unreasonable;the generation mechanism of candidates for deputies is imperfect; the electoral competition mechanism is not perfect;guarantee mechanism and fair elections is flawed.And these issues influence the democratic and fairness, impartiality, authority of the development process of socialist democracy.On this basis, the article puts forward solutions to the problems: establish independent electoral organization; reform constituency division rules; reform the current representative of the nomination to determine ways; introduce competition mechanism; constantly improve safeguards to ensure a fair election.This paper aims to study the electoral system of local people’s congresses and countermeasures, and provide a useful reference to reform our electoral system deputies.
