Villagers’ self-government is self-management, self-service and self-development of China’s rural grass-roots mass through its autonomous organization-villager’s committee in accordance with the law. It is a political practice of villagers’ participation in village affairs. It is the direct exercise of villagers’ democratic rights, and thereby China’s grass-roots democracy. Currently, it is the most widespread and popular form of Chinese characterized socialist democratic practice. This paper is a case study which deals with China’s grass-roots democracy. It uses Shuangwan town of Jinchang city as a sample to study the self-government of china’s villagers. The author traces and observes the democratic election, democratic supervision and other political practice of villagers, finds and sums up the existing problems in the practice, analyzes the reason behind these problems, and puts forward some concrete measures for villager’s better self-government. The author believes that the study will enrich the theory of China’s grass-roots democracy, enhance the practice of Gansu’s villagers self-government, and put forward China’s democratic construction.
