International human rights law is the guarantee of realization of international protection of human rights. Special procedure is one of the international human rights institutions, established upon the United Nations charter. Special procedure was established by the former commission on human rights, and taken over by human rights council, Special procedure is a executable program of human rights council, with its independence, fairness and flexibility. Special procedure also investigates human-rights violations or accusations. The special procedures of the Human Rights Council are accomplished by independent human rights experts with mandates to report and advise on human rights. The special procedures cover all human rights, and related to civil, cultural, economic, political, and social rights. Special procedure plays an unique role in the international human rights protection, and also plays a guiding role in the national human rights legislation, judicial, policy. However, the special procedures faced with some challenges, related to the selection and appointment of mandate holders, cooperation with other countries and protect the personal safety. Under the new international environment, in order to make up for the inadequacy of themselves and can better play its role, Special procedure need to change the working attitude, strengthen human rights education, achieve prior cooperation with other countries.This article is divided into four sections: the first section is about the concept of international law and special procedures. It also describes special procedure’s content and its organizational structure. The second section is about the special procedure’s role on the human rights protection. The first part describes the way that mandate holders involved in human rights matters. The second part of the chapter describes the special procedure’s positive role on the national legislative, judicial, policy. The third part of this section describes the special procedure’s contribution to the development of international human rights standards. The third sections describes the challenges that the special procedures faced simply and that can be summed up in three aspects, such as the selection and appointment of Mandate holders, cooperation with other countries and protect the safety of relevant personnel. The fourth section, first of all, expressed the views on the development trend of special procedures. Special procedures is a flexible mechanism, it does not lose its flexibility and can not become the institution that always condemn human rights violations. Secondly, special procedures should improve staff selection system, strengthen cooperation with other countries, and improve the human rights publicity and education.
