International intervention is an unavoidable issue for the international community today. There are many types of international intervention, this paper first discusses the universal significance of international intervention, but the main focus is placed on investigating the international intervention related to the protection of human rights. For a long time, more attention and controversy is the “legitimacy” of the international intervention. However, the focus of this article is the moderate problem of international intervention, i.e. international intervention is whether to grasp an appropriate opportunity, and whether to play a proper role. This paper argues that: on the one hand, the “timely” intervention can greatly reduce the degree of the victims suffering; On the other hand, “applicable” intervention can bring maximizing humanitarian to the people.In the second chapter,this dissertation will elaborate the relations between the legitimacy,the normalization and the utility of international intervention and “moderation”.Meanwhile, this part will come up with the issue which I called “the moderation of international intervention”and try to put forward a initiative view to analyze the international intervention by combining “moderation principal” and international intervention. Chapter Ⅲ will define the “moderation”of international intervention from four different perspectives including the interventioner, the interventionee,the international regime(taking the Charter of the United Nations as an example) and “human rights”& the “sovereignty”. On the basis of various criteria, the article will give my own judgment about the standard of“the moderation of international intervention”. The fourth chapter will analyze the practice and impact of international intervention combining the humanitarian intervention, output values intervention and intervention against terrorism. Fifth chapter discusses how to achieve an appropriate level of international interference, seeking a set of key international intervention factors of utility maximization from four dimensions(including the time, means, purposes and subjects).
