Study On The Talent View Of Chinese Communist Party In Yanan Period

Yan’an period was a special period in the history of the development of China’s Revolutionary War, the Communist Party of China experienced the period of the Agrarian Revolution, the Anti-Japanese War and the Liberation War. The Communist Party of China in this period was trying and practicing the local governing idea. In order to get the victory in the Revolutionary War, the Communist Party of China with Mao Zedong as the core explored and practiced the effective talent strategy, so as to make Yan’an period become a talent development and prosperity period in the history of the party, the talent view of the Communist Party of China is from germination to mature gradually.The Communist Party of China during Yan’an period faced the severe situation of revolutionary struggle, it was facing the enemy nibbling and blockade, and was also facing the serious loss caused by the three left opportunism route. In such a harsh environmental conditions, there are many problems in the construction of talent team existed in the Communist Party of China, they mainly displays in: the cruel war environment, the shortage of qualified personnel on the number of personnel because of local blockade, combat attrition and other causes, the lack of personnel training and education systems caused the overall quality of talent low. Talent is the security to achieve victory in the Chinese revolution, the Communist Party of China with Mao Zedong as the core is fully aware of the importance of this issue, the party has overcome many difficulties in the Anti-Japanese War, and it made the talent policy duly during the three periods(the Anti-Japanese War, later period to the beginning of the Liberation War and the Liberation War). First of all, the party strengthens the education and training to the talents, develops measures to cultivate the talents, such as ideological education, specific practice, found types of schools. All the measures provide basic guarantee specific talents. Secondly, the uses of talents possess Yan’an characteristics, embodied in: the first one is the Party knows how to judge and use people, it doesn’t judge talent by a single political standard, the talents have platform to play a role, so they can grow in practice. The second one is the use of cadres, to determine the route and the principle of "cadre appoint people on their merit, have both ability and political integrity, all corners of the country", and develop a scientific, comprehensive and perfect cadre policy, including the principle of cadres observation, cadre management system, establish and improve the selection and appointment procedures, to absorb a large number of excellent intellectuals. The third one is the use of science and technology talents, embodied in: attract the excellent science and technology talents to work to the border area, to create better opportunities for technology professionals and work conditions, bold use of professional talents.Take history as a mirror, review the past and predict the future, to research and summarize the ideology of the Communist Party of China as well as the human resources strategy during Yan’an period has a good reference to better implement the strategy of talent powerful nation and train more talents for the socialist construction. In this paper, according to the current research data, combined with some of historical records of the Communist Party of China during Yan’an period, the use of comparative analysis, literature research method and case-study method, detailed analyzes the view of talent of the Communist Party of China and the talent construction measures, analyzes the enlightenments of these measures for implementing the strategy of talent power in the new period, hoping to provide some help and reference to implementing the strategy of talent powerful nation in the new period.
