Federalism refers to the ultimate ownership of state power in accordance with the constitution by the national government and local government, both sides make sure power sharing pattern of unilateral changes to the constitution is not a form of state structure type. This article mainly from the United States federalism and the German origin and evolution, the American federalism and the German federal structure and function of American federalism in Germany by three aspects: a comparative study. American federalism and the German federalism is typical of the country, to choose the American federalism and the German federal making a comparative study is of great importance. The comparative study on the United States, Germany, federalism will help us understand the United States, Germany, the federal government to deal with the power of the federal and state approach, understand the American federalism and the difference of the structure and function of the German federal system. Comparative study on American federalism in Germany, helps us to image and more profound understanding of the meaning of federalism,and to understand the diversity of federalism provides two best version. The United States and Germany are built in the country time chose the federal system, and the separation of powers of federal system, in the process of the evolution of federalism, the American federalism has experienced the dual federalism, cooperative federalism and new federalism three times; German federalism in the process of evolution experienced a federal system simplification, a new cooperative federalism, Germany is facing the challenge of unification and European integration to the German federal challenge several different times. Through the comparative study of the United States, Germany, federalism, can give us some important enlightenment, such as the introduction of the principle of federalism moderately, to improve management ability and management modernization,our government authority to the central government under the premise of,some principles of federalism is suitable for national unification and regional national autonomy, the relationship between the powers and duties,decomposition and decentralization of power is the need of social development, strengthen the power of the central government. Now,nobody have comparative study the United States, Germany, federalism, so my study have academic significance.
