Research On The Measures Of The Agile C2 Organization

In the imformation age, the main competition of the business is the business operation merchanism. Same with the busniess, the competition of the military field is also focused on the operation merchanism of the force resources. This operation merchanism is mainly reflected by the Command and Control of the military organizations. The information age brings too much uncertainty and the traditional C2(Command and Control) organization can hardly cope with the changes. Therefore a new kind of organization is required. This kind of organization can make all the resources of full use to get the maximum of the efficiencies and the minimum of the cost. We call this the Agile C2 Organization(AC2O).The main desire of doing research on the AC2 O is to build a method which can help the organization design. This designed organization should have higher effectiveness than the traditional ones. However, no such method has been proposed. So this paper is aiming to propose a way to guide the C2 organizatio n design by building an AC2 O model and a measure model.Research status at home and abroad show that for agile C2 organization research mainly in to improve agility impact on organizational performance of qualitative analysis and experimental exploration on the factors affecting the agility of stage, failed to form a formal agile C2 organization model, the analysis of the affecting factors for agility and also failed to form a quantitative analysis method, which failed to form the effective guidance to the agile C2 organization design organization research results. This paper tries to begin from agile C2 organization model, analysis of part of the key problems in the research of agile C2 organization; Based on the model and the meaning of agility of agile C2 organization and its measure method in detail and explains the definition of, and then through the experiment research on organizational agility and its measure method is analyzed, in order to achieve the form to measure organizational performance and guide the design, agile C2 organization of the purpose of performance measurement model.(1)The AC2 O model is proposed and the key problem in the AC2 O researchThe paper firstly establishes the AC2 O model, the model defines and constraints the AC2 O on the mission space, organization structure, organization, function, organization, organizational learning, the equation of state of organization and organization, and other different angles and aspects of AC2 O to form a complete and can be calculated AC2 O model. Then we analyzed a series of key problems which can help the study of the measures of AC2 O.(2)The establishment of a multi-level agility measurementsOrganization performance can be measured from a number of different angles and levels. The first level includes response time, operating cost, the reliability of communication and so on. The second level is agility measurements include adaptability, robustness, responsive, innovative, etc. Among them, the first level of measurements is the basic measure the second one.In the agility definition part we firstly analyzed the six dimensions of agility, which are robustness, adaptability, responsive, innovative and flexibility, proposed by foreign scholars. Then based on the comparative discussion we redefined the agility as four dimensions, which are robustness, adaptability, responsive and innovative. Then for each of these four dimensions,3)The establishment of a multi- level agility measure methodFinally, this paper proposed an agility measure model based on the dimensions of success and the agility of definition and verified the measures by a series of experiments.
