Research On Agile C2 Oriented Architecture For Command And Control System

Compared with the traditional form of war,information war has a lot of new features such as diversiform missions,complex constitution of forces,dramatically changing situation.In the face of information-based war forms,traditional command and control(C2)organization mode and command information system model have difficult to adapt to war demand,and become hinder factors of operational effectiveness.Therefore,new form of C2 organization mode and C2 system accommodating information based war should be researched.In this paper,we concentrated our study in agile C2 organization model,C2 architecture supporting agile and adaptive adjustment methods.Our work includes the following points:1)Agile C2 organization model design.Aiming at the shortcomings of the traditional C2 organization,we concluded that the core of agile lies on flexible,dynamic adjusting organization relationships in C2 organization,including information sharing relationship,collaborative relationship and command and control relationship.By giving the definition and rules of the three kinds of relationships,we put forward agile C2 organization model.2)Agile C2 organization supporting C2 system architecture design.Owing to its curing function structure and tight coupling between systems,traditional command information system cannot support agile C2 organization effectively.Therefore,we put forward an Information System Define Command and Control Organization(ISDCCO)oriented system architecture.Through adopting the service oriented,networked,standardized,extensible methods,we put forward a C2 system architecture to overcome system's dependency on C2 organization,and realize the supporting for agile organization.3)Put forward C2 organization relationship adaptive adjustment methods.Task and situation oriented reconstruction of organization is the core feature of agile C2 organization.Based on the agile organization model,we discussed the C2 system driven organization reconstruction process,designed the adjustment methods for information sharing,information collaboration and command and control relationship respectively,putting agile organization to operating level.4)Develop prototype system.In allusion to proposed agile C2 organization model and C2 system architecture,we,based on the C# platform,developed a prototype system to demonstrate the theories and methods.
