The Republic of Korea is the only one country whose troops are under foreign command. This article is divided into three times transfer of the ownership about South Korean troops control. The first happens in 1950, Korean troops control transfers from South Korean Government to United Nations Command. The second is United Nations Command to United States Forces Korea in 1978. The third is that South Korean Government started to come up with withdrawing South Korean troops control in 1987.This thesis is also divided into two stages, which are delivering Peacetime Control and Wartime Operational Control. The First stage is United States Forces Korea delivered the Peacetime Control to South Korea. The second stage, South Korean Government made the policy about withdraw Wartime Operational Control, which is still continuing. This thesis specially analyzing the characters and reasons for transfers of Korean troops control.On the second stage of the third transfer, which is the issue of South Korea withdrawing Wartime Operational Control, Roh Moo-hyun Administration(2002-2007) adopted active policy, while Lee Myung-bak Administration(2007-2012)turned into negative one, Park Geun-hye Administration(2012 till now)formulated new policy and plan.We can find out that South Korea’s enthusiasm on withdrawing troops control is Positively related to the situation of the Korean peninsula through analyzing reasons for the South Korean government different policies. At the same time, policies on withdrawing Wartime Operational Control is continuing, which will not be canceled.Korean troops Control transfer from America to ROK,which would improve the relations of U.S.- ROK Alliance instead of harming U.S.- ROK Alliance.
