Research On Command And Control Effectiveness Evaluation Method Of Task-oriented Joint Operational Systems

The development situation of the joint operational systems in information times indicate that it is necessary to make full use of the command and control system in the operation practice in order to completely improve the combat effectiveness of the joint operational systems. By means of the research on command and control effectiveness evaluation of task-oriented joint operational systems, we can supply scientific and rational decision-making suggestions for the high-level decision-makers and help the army act actively in the future combat and complete the various missions edowed by the country and military requirement.Based on the analysis of the present difficulties and challenges of command and control effectiveness evaluation of task-oriented joint operational systems, this thesis constructs the indices system for command and control effectiveness evaluation of task-oriented joint operational systems, and carries out the effectiveness evaluation through two different algorithms according to different task conditions, assisting operations analysis personnel to make a scientific and reasonable development decision for joint operational systems.The main content and innovations are as follows:(1) A command and control effectiveness evaluation of task-oriented joint operational systems research framework was establishedBased on the analysis of the relative concepts of joint operational systems, the problem, command and control effectiveness evaluation of task-oriented joint operational systems was analyzed form a system analysis perspective. The input and output of the problem was indentied and a research framework was given.(2) An indices sytem model was proposed based on OODA cyclic theory for command and control effectiveness evaluation of task-oriented joint operational systems.In the landscape orientation, the effectiveness indices are comprised of observes, oritent, decision and act sub-effectiveness. Vertically, the effectiveness indices are designed in detail according to the hiberarchy of joint operational systems.(3) Two kinds of algorithms, PCA and Weighted Grey Target(WGT) are proposed to solving the effectiveness evaluation under different task conditions.The operational tasks can be divided into two types, certain tasks and uncertain ones.For the certain tasks, command and control effectiveness evaluation algorithms based on PCA are given and for the uncertain ones, evaluation algorithms based on WGT are designed.
