Study On The Mechanism Of Legislative Deliberation In China

Legislative deliberation is a legislative procedure, which refers to the legislature interacts with relevant organizations, institutions and individuals through various forms of communication, argumentation and debate before the legislative vote, aimed at reaching a consensus on legislative matters and giving feedback by the legislature. Legislative deliberation is a legislation necessary procedure and it can help to promote the democracy and science of legislative and then ensure effective implementation of the law. However, the legislative deliberation mechanism needs improvement, because there are varying degrees problems of it, mainly for the legislation information disclosure mechanism and participation mechanism are imperfect, the debate mechanisms and the feedback mechanisms are inadequate, and so on. Therefore, our legislative deliberation mechanism should be perfected the following aspects, including building legislative information disclosure mechanism, participatory mechanisms, debate mechanisms and feedback mechanism.
