The Operation Mechanism Of China's Local Government Online Deliberation Platform

Citizen participation and government response are the core of China's governance capacity modernization.With the gradual awakening of citizens' political participation consciousness,the traditional political platform has been unable to meet the needs of citizens.The rapid development of the Internet makes the online deliberation inquiry put forward higher requirements for the governance ability of the government,effectively solve the weakness of the traditional political inquiry,and improve the responsiveness of the government.A large number of policies have been issued for supervision of Internet users in different regions of the Internet governance platform,among which the regulations on how the internal governance mechanism of government organizations operates are also different.However,even in the same province,the same level of local implementation mechanism is still different,the effect is vary widely.Therefore,it is the motivation of the author to explore the internal relations between different operation mechanisms and their effects and put forward corresponding optimization strategies.This paper takes S province as a typical case,and uses text analysis and comparative analysis to analyze the government operation mechanism in online deliberation.On the basis of the definition of online deliberation,government response mechanism and government response performance core concept,the paper comprehensively analyzes more than 40 policy texts supervised by netizen in the country in 2009-2017,and selects S province as a typical case.Different perspectives explore different operating mechanisms in online deliberation.At the same time,the government responded to the performance evaluation system,and examined the effects of different operational mechanisms through four evaluation indicators.Thecombination of policy texts and data shows that the incentive distribution rights and inspection and acceptance rights are more distributed to the supervisory departments.Then propose countermeasures and suggestions to optimize the government's operational mechanism and improve the government's response performance.
