Internet(Cyber, which is also called Net), has ever been the new cutting-edge technology inthe military, which was far away from our lives. But now,the technology becomes a secular term,and deviatesfar away from the direction of the "advanced". With the rapid development of the internet, the popularization of network technology was completejust like in one day, people even forget when was the first time to open the Internet browser. Withthe rapid popularization of network service and equipment, the network has become an indispensable part of people’s lives.However,the Internet, as a pure technology, is not able to recognizemorality and value judgment of the huge information in the network,while network brings convenience to people. In the result of it, people release all sorts of false information, and network has become the best platform for all sorts of rumors. If these rumors on the Internet was not timely prevented and controlled, they could cause disastrous consequences to the individual and the whole society. In this occasion, all kinds of distrust between people would be broken, and the whole societywould become instable. Therefore, in practice, we must build sufficient ways to stop network rumors, such as legal, moral, technological ways. This paper focuses on the criminal governance of Internet rumors. I analysis charges of network rumors in our country comprehensively, in order to find an effective way to curb the spread of Internet rumor.The first part mainly discusses the Internet rumor concept, and focuses on the new characteristics of the Internet rumor. The second part refers to the Internet rumor crime. Now, the argument on whether the Internet rumor is criminal or not is fierce, for the definition standard of Internet rumors crime is not very clear. This paper concludes the legal subject, responsibility, behavior and Infringement of legal interests responsibility, behavior and infringement of legal interests, to explain the difference between the behavior under the Internet environmentand traditional behavior without the Internet, and solve how to judge the new type of behavior based on the Internet.. The third part discusses the problem faced by the network crime at the present time. The last chapter, in order to reasonably control the Internet rumors which is harmful to the society, I suggest, adding net ban in the legal ban, exploring speech-authority identity in the network, explaining the appropriate expansion explain of "false terrorism information", and developing the right method to crackdown Internet rumor crime.
