These improper acts impacted bad influence on people’s life and social stability, so the importance of protecting the right of personal information of people increased. There are some scattered articles about personal information protection in civil law and administrative law before the seventh Amendment to Criminal Law, and these articles are not enough to protect personal information from illegal damages, so the seventh Amendment to Criminal Law start to forbid anyone to infringe the right of personal information, this is a significant progress for fundamental rights of citizens protection, and this shows our country’s attitude of assurance of human rights. At the same time, the shortcomings of new area of criminal law bring about many troubles in theoretical research and juridical practice, and then, the ninth Amendment to Criminal Law attempts to remedy the deficiency and improve the level of personal information protection, this is a great progress in theory, unfortunately, this amendment was failed to pass. With this background, it’s very worth to study on this topic of making progress on personal information protection.
