The Quality Structure Of Population Of The Xinjiang Production And Construction Corps

Under the condition of the limitation of resource, the more investment in controlling of population will cause the less attention in structure and quality problems. From eaely eightieth century, the corps started to strictly implement the birth control policy to control the population.This policy has made a great success, and increased the quality of people. However, at the same time there was a structural problem of population quality. From 1950 s to 1980 s, most parts of corps immigrants were highly educated and skilled. Most of them were Intellectuals, assist-youth and demobilized soldiers. This made the corps be at the advantage in people-quality among China.However, the corps has lost this advantage from 1990 s. Eventually, the corps has suffered the problems as Shortage of talents. Most of new immigrants are surplus labors from inland, and they are low-quality people. At the same time, the corps was in the peak period of retirement, and the corps was losing the young talents. As result of that, the structure of the corps population became extremely unstable, and the quality of the people could not be guaranteed. The corps faced many problems like: the structure and quality problems of people caused by birth control policy; the brain drain; the decrease of immigrant-quality. Based on this analysis, this paper discussed the main problems of the population quality structure. How to improve the physical quality, scientific and cultural quality,innovation ability, research ability, coordinated the population quality divergence among the corps,and optimize the population quality structure of the whole corps will contribute for the development of the corps.
