"Fit" And "Departure":Reconstruction Under The Background Of Urbanization

Urbanization is the irreversible trend under the current rapid development in china and supports the national economy sustained, rapid and stable development just as the "big engine." Because of the tectonic activity、climate change、excessive human exploitation, the number of the global or regional disasters become more and more and the destructive effects become stranger. These changes have a strong effect of the development for human society,the warning、mitigation、emergency response and post-disaster reconstruction of disasters will inevitably get more attention in many countries,especially the long and complex reconstruction. Reconstruction is a process to recover life and rebuild infrastructure by the help of country、 society and self-actualization after the natural disasters bring tremendous casualties、huge damage to infrastructure and breaking the production order. So the urgency and importance of it is self-evident. Everything has two sides. Natural disasters can also bring a certain amount of development opportunities for local social and economic development. Reconstruction under the background of urbanization is the typical example of the" two sides".From the view of large-scale reconstruction in recent years, the government-led mechanism for promoting the development、the needing of disaster recovery and the help of national human and material resources are all fit for urbanization. At the same time from the perspective of the social effects by the reconstruction, the size of the city、urban population、infrastructure, social welfare and other affected areas have been tremendous development; many of the lagging rural original occurred some changes,such as housing、the supply of public goods、centralized infrastructure.These changes have promoted Chinese urbanization process directly or indirectly.All this shows:the reconstruction under the background of urbanization is a process that government takes the chance of "opportunity" such as natural disasters to promote the urbanization. But essentially, the reconstruction is a political project which organized mainly by government.We can see the shadow of government from some stage such as the organization of reconstruction、the supply of funds、lands and material. Government intervenes reconstruction strongly is understandable,which can be proved by the urgency of resettlement、the disperse of social resources、the complexity of reconstruction project, but under the pressure of strong political and administrative, the reconstruction project will appears some problems, such as pre-emergence planning unscientific, reconstruction work is rough, the lack of institutional support, the public services is not timely or not forthcoming, the government grandiose "achievement projects" and other things that harm the interests of the people, which is not fit for the connotation and requirements of urbanization.This article illustrated by the example of "Population Culture"Community of; village called A in Dujiangyan.lt will analyzes the "fit" and "departure "of reconstruction and urbanization in China from five aspects:connotation、dynamic mechanism、support mechanisms、social effects、actual operation,which try to find out the suitable conditions for the implementation of disaster recovery and reconstruction system to address some problems that exist in the reconstruction of our country at present and raise the level of reconstruction.Finally,The experiences for future reconstruction work and some practical ideas for the synchronous implementation of reconstruction and urbanization can be provided.
