Research On The Constructions Of Incorruptible Government Culture In Central Soviet

The integrity government cultural construction is the foundation of combating projects. President Xi jinping stressed that we should actively learn the good integrity culture of our history, especially the experience of the integrity government construction in the history of our party, to strengthen anti-corruption education and integrity government cultural construction. This article is from the perspective of history, which using the Marxist standpoint, viewpoint and method, backs us at the historical process to the integrity government cultural construction of our country integrity at Soviet area, explores the functions of revolutionary spirit of the central Soviet area, advanced political culture, traditional culture and the modern rule of law culture factors on the mass culture, organization culture, supervision culture and system construction of integrity government at Soviet areas, and sums up the historical experiences and lessons, which provide a positive reference for the current practice of anti-corruption and integrity culture construction of our party.This paper argues that mass culture is the foundation of integrity government culture. It’s the revolutionary mass culture which came out from the revolutionary spirit, shaping and laying the social basis of the integrity government culture of the communist party of China in Soviet period. It is hard to understand why integrity government culture in Soviet area can form fastly and impact strongly without the revolutionary atmosphere and cruel war environment. On the other hand, the special atmosphere and the environment also made some mistakes in terms of integrity government cultural construction in the Soviet area, which mainly because a large number of mass movements caused a batch of being against corruption, gave irreparable damage to the revolutionary individual, family and organization. However, the great achievements and successful experience of integrity government cultural construction in the Soviet area is undeniable.Integrity government cultural construction in the Soviet area is obviously under the leadership of the communist party of China. Due to the special relationship between our party and Soviet government, the integrity government culture here, is not only of our party, but also of the Soviet Union. It is the communist party’s advanced organizational culture laid the core of integrity government culture, which named the integrity government organizational culture. Therefore, it is unable to understand the integrity government culture in the Soviet area without the whole party’s revolutionary tasks and the party’s ideology. This is often difficult to understand by the western scholars. The integrity government culture today under the integration of the party and government need do some change to satisfy the society. There should be proper difference between the party and the government, but however, they are difficult to clearly divide under the socialist political system of China.This paper argues that revolutionary spirit of mass culture and advanced culture is the main content of integrity government cultural construction in the Soviet area. At the same time, integrity government culture in the Soviet area is deeply marked by Chinese traditional political culture which pays attention to integrity government supervision, and the influence of the modern rule of law culture is everywhere. On the one hand, various kinds of superior working, tour inspection, supervision and so on are marked deeply by the traditional culture; on the other hand, the party’s leaders, especially comrade dong, pay more attention to absorb the spirit of modern rule of law culture, try hard to build a relatively perfect system of anti-corruption system. Even though, there are some individual system may be too harsh or too deficient, but however, Marxist theory of the rule of law and the modern western concept of rule of law are also obviously affected the integrity government cultural construction of Soviet area.Based on the above analysis, this paper argues that the integrity government cultural construction in the Soviet area still has very important reference value for us today, and is also a precious spiritual wealth of our party. The experience of the integrity government culture mainly embodied in four aspects: fusion of integrity government culture and mass culture, connection of political culture and integrity government culture, the reference of the traditional cultural supervision, the modern system construction. It provide three revelations to the party’s integrity government cultural construction at present: to carry forward the revolutionary spirit of era characteristics and shape integrity government culture; the integrity government cultural construction must stick with prevention; and the integrity government cultural construction must regard system supervision as the core.
