"The digital government" is an effective means for public service, service efficiency, and official accountability. At the same time, the construction of e-government network becomes a prerequisite work. China pay a great great importance to the informatization and the "digital government" construction of XXX, with increasingly frequent business activities between XX and Southeast Asian. How to combine the government demand with e-government network construction project management method, and ensure the smooth implementation of the complex project, is the focus of this paper. The e-government system construction includes the teleconference system construction of all the counties and townships, e-government collaborative office system construction of XX prefecture, and e-government network platform construction. This project is expected to achieve all departments and relevant enterprises and institutions can share high bandwidth, high efficient e-government network connectivity, about 1300 units will be access to e-government network platform.The e-government system construction project is in support of the government, it needs the most cutting-edge technology, project experience, a large number of people, high amount of investment, communication and coordination and long-term follow-up maintenance and service guarantee, like the OA system. How to ensure the smooth implementation, the quality of the project, and to provide protection for the subsequent operation, needs effective communication and the internal management of the project team.Without a detailed, accurate, practical and a feasible implementation plan and management process, this project will lead to a huge waste of manpower, material resources, financial resources. In this paper, we take XX e-government network project as a case, deals with the research background in chapter1; covers the theory of project management, risk management theory in section2; analyzes the feasibility in terms of its present situation, business needs, and demand forecasting in chapter3; treats the project plan, project implementation, possible risks and coping strategies in the following chapters. At last, we make a summary and prospect. Through this practice, we enrich the theoretical knowledge of project management and risk management.
