Research On Intellectual Property Rights Protection Of Shenyang Economic Zone

In the background of further development of the economic globalization, sustainable development of cultural diversity and social information, technology develops fast, innovation activity competes to burst and the technology innovation and economic-social development promote each other and integrate depth. As the most distinctive characteristics of the times, innovation is playing the key factor to determine the future development of a country whose inherent requirement is to strengthen the protection of intellectual property that is the exclusive rights to the owner of technology or intellectual enjoyed by the intellectual achievements, also the institutional guarantee of technological progress and the pusher of the innovation and technologic development. Shenyang Economic Zone, with Shenyang as the center, including Anshan, Benxi, Fushun and other 8 cities within a radius of 100 km. is a rare big-medium cities’ densely district which is oriented by industry. Following the seven new areas such as Pudong of Shanghai, Binhai of Tianjin, Shenyang Economic Zone is the eighth national comprehensive reform pilot area approved by the State Council, also the only one of China’s new industrialization as the main content of the pilot area. Conforming to the requirements of the times, Shenyang Economic Zone takes the road of collaborative development and win-win cooperation. Consummating the protection system of intellectual property rights has important significance to the sustainable and healthy development of Shenyang Economic Zone.This article firstly elaborates the origin of the protection of the intellectual property right. Secondly, based on the special status of Shenyang Economic Zone in promoting the development of the old industrial base in Liaoning, this paper discusses the important significance of strengthening the protection of intellectual property in Shenyang Economic Zone. Using data analysis method, this paper expounds the progress of intellectual property protection in Shenyang Economic Zone from the aspects of the work performance of intellectual property right protection, and analyzes the problems existed in the protection mechanism of intellectual property in Shenyang Economic Zone from six aspects: institution, legislation, law enforcement, justice, law enforcement and justice. Thirdly, this article analyses the experience of intellectual property protection at home and abroad to learn something. Finally, to improve the legal system of intellectual property rights and adapt to the new economic situation in Liaoning to promote the coordinated development of Shenyang Economic Zone better and the promotion of old industrial bases of Liaoning, against to the current situation and existing problems of intellectual property rights protection in Shenyang Economic Zone, this article designs and draws up the laws and regulations policy matching to intellectual property right in Shenyang Economic Zone.
