| To solve the problems such as obstacle on using and raising of Special Housing Maintenance Fund and obscure of permissions and duties of the administration. To improve the policy on fund raising, using, accounting and establish a distinct and sustainable supervision system. This study started from the implementation of current supervision policy on Special Housing Maintenance Fund in Chengdu.This study based on theories in Public administration and public economics and application of Smith process model and Ryan-Rabinowitch cycle model, collected the experiences of other cities nationwide and then performed a policy comparison study by the analysis and estimation of the fund management in chengdu. It also systematically summarized the current management ideas and innovative practices, and demonstrated the sustainability of current policies, and gave precautions in view of the possible risk evaluation. Finally, it compared what ought to be and what is, summarized and proposed an optimization for Special Housing Maintenance Fund supervision policies.This Research shows that: the current policies have both prospective and realistic design on the system and target population, and have showed a positive effect on using and raising the Funds and safeguarding the owners? rights. And have promoted the property management and the construction of housing security system. However, to build a distinct and sustainable supervision system, to get a balance of benefit of owners, administration and other parties is needed. It should introduce a system of effect evaluation, feedback and third party supervision, finally, to get a management innovation and policy and technical means improvement to protect the owner’s rights to know and to make a decision or supervision, so as to safeguard the benefits of the owners.The policy improvement measures include: establishing a system of quality assessment, information feedback and early warning; strengthening the Maintenance Funds Management Information System for process management; improve the independent owners committee account management system, enabling the third-party professional technical service. It?s an expectation to push the policy constitution and revision forward, meanwhile, to give some references for a national standard management system of Special Housing Maintenance Fund. |
