China Public Diplomacy Strategic Research To EU

With the further development of the relationship between China and Europe, exchanges and interaction between China and the EU are more active and have more in-depth cooperation in various fields. But because of the difference of values, political systems, historical and cultural between China and Europe, the European people’s impression of China is still generally negative, which proposes a new requirement for the Chinese public diplomacy to the EU. As EU decision-making center, Brussels is a key European public opinion field. This paper argues that, we should accurately grasp the development of China-EU relations, the EU policy to China, the main challenge to EU public diplomacy to strengthen the practice of public diplomacy at EU level and to enhance the EU’s understanding and trust for China. Therefore, this paper examines the activities that Chinese Mission carry out in EU and the innovation of China-EU cultural projects for the 40th anniversary of China-EU diplomatic relations.2015 is the most frequent year for Chinese Mission to the EU to have public diplomacy, in which Chinese Mission to the EU held for the first time a large-scale cultural projects directly with EU, indicating that China’s awareness of EU public diplomacy is growing. On the basis of practice, this paper comes up the importance of further mobilizing and integrating resources, promoting both government and private sectors and building communication and coordination mechanism that China to EU public diplomacy, that is to say, by increasing the overall coordination of public diplomacy that Chinese Mission to the EU to strengthen the Intra-EU such as the connection construction for European parliament. At the meantime, exploiting the social power of foreign media, the European think tank, European enterprises, and build cultural relations between China and the European Union through the integration of EU-China human cultural resources, forming a three-dimensional multi-actor interaction, government and social dimensions have a positive interaction and communication and coordination mechanisms for joint participation, expanding body form of participation of the public diplomacy that China makes to EU. It is an effective strategy and path selection to enhance mutual trust between China and Europe and cultural prosperity, to expand China’s right to speak in the European Union, to reshape China’s international image and to enhance China’s cultural soft power.
