More than 30 years of reform and opening-up, China’s economic growth has made remarkable achievements, but the development is not balanced. Residents in our country residents gini coefficient of 0.479 to 0.491 in 2008 from 2002, since then gradually fell back, to 2012 at 0.474 level. Although we have in recent years to speed up the reform of income distribution and some progress has been made, but the gini coefficient of 0.47 is still high, the more shows the urgency and necessity of narrowing the income gap.Regional economic growth convergence problem has got wide attention of scholars all parties, this article will take the convergence mechanism as the core, the research in 2002-2013 of China’s regional economic convergence or divergence inner reasons, put forward policy Suggestions accordingly.This article is divided into five chapters. First chapter and the second chapter mainly introduces the basic types of economic growth convergence hypothesis and test methods, and the convergence on economic growth at home and abroad, fiscal decentralization, promotion incentive system: an empirical study of the relationship between the three were analyzed and evaluated.Chapter 3 measure fiscal decentralization index in multiple dimensions, and use the spatial panel data model research of fiscal decentralization index effects on economic growth convergence. The basic conclusion of this chapter are as follows: the spatial correlation and individual differences do exist in the area, and spatial heterogeneity exists significant; In addition, the level of fiscal decentralization and economic growth rate were positively correlated, namely, the higher the degree of local government decentralization could help to economic development level, but due to the coefficient was not significant, therefore shows level of fiscal decentralization to economic growth have little effect on the convergence of. Human capital and the degree of opening to the outside world have positive effect on economic growth and convergence, and the degree of marketization will exert negative effects on economic growth and convergence; At the same time, under the condition of considering the spatial correlation, the existence of a provincial economic convergence in China.Things in the fourth chapter of our country in general and the three major economic regions of deviation value of GDP per capita, LLC and IPS inspection through the inspection found that: not absolutely convergent region situation in our country. Then, in panel data model through introduction of the impact factor of promotion incentive system, draw the conclusion: China’s official term is inverted u-shaped relationship with economic growth, and growth peak of 2.65 years, China’s 31 provinces from 2002 to 2013 the average tenure of the governor for three years, show that China’s official term set reasonable; From the official sources, the central transfer officials are more likely to set a lower economic growth targets, and an official with the provincial level and the local promotion no significant impact on economic growth. This chapter also use another model to verify the existence of China’s provincial beta convergence.The fifth chapter summarizes the main research contents and conclusions of this article, put forward to reduce China’s regional economic growth difference opinions of relevant policies and measures.
