The Impact Of Equalization Of Basic Public Services And Fiscal Decentralization On Urbanization In The Central Region

The central region is one of the important battlefields for China’s future urbanization,which will take on the east,west,south and north.However,problems such as serious population loss and low levels of urbanization have existed for a long time.In addition,under the macro background of economic prosperity and development,realizing social equity and achieving common prosperity has become the goal pursuit of many people.China has actively promoted the realization of the equalization of basic public services and proactively implemented fiscal decentralization,hoping to effectively improve through a series of channels.The issue of urbanization will eventually move towards a high level of urbanization.This article first sorts out the impact mechanism of the equalization of basic public services and fiscal decentralization on urbanization on the basis of related theories and mathematical models;secondly,constructs an evaluation index system for basic public services and measures the level of equalization;The regional basic public service equalization,fiscal decentralization,and urbanization status are analyzed;then,the full sample estimation and heterogeneity analysis are performed based on the SDM model and the pooled OLS model,and the fiscal distribution is discussed by setting interactive items.The indirect influence mechanism of the right to urbanization;finally,the σ convergence analysis and β convergence analysis are carried out on the level of basic public services in the central region and the level of equalization of basic public services in urban and rural areas.The empirical research results show that:(1)From the overall perspective of the central region,the higher the level of equalization of basic public services in the region,the more obvious the promotion of population urbanization and economic urbanization;promoting the equalization of urban and rural basic public services is conducive to increasing population urbanization However,the effect of economic urbanization is not obvious;the expansion of fiscal autonomy and decentralization is conducive to increasing the urbanization level of the population,but it will inhibit the development of economic urbanization to a certain extent.(2)From a regional perspective,the level of equalization of basic public services in regions,urban and rural areas and fiscal decentralization have different effects on population urbanization and economic urbanization in different provinces.(3)From the results of the mechanism test,fiscal decentralization can indirectly promote the development of economic urbanization in the region by improving the level of equalization of basic public services in the region.(4)Judging from the convergence results,the convergence characteristics of the basic public service levels in the central region are obvious;but the level of equalization of basic public services in urban and rural areas only has the β convergence feature,and there is no σ convergence feature.Therefore,this paper proposes to strengthen the construction of basic public services in the central region,build a unified system for urban and rural areas,increase investment in rural areas,reform the evaluation mechanism for officials,set up special transfer payment channels,adjust measures according to local conditions,and focus on narrowing the difference in the level of equalization of basic public services between urban and rural areas between provinces.
