The Study On The Third-waysocial Welfare Thought And Implication To The Social Security System Construction Of China

After the Eighteenth National Congress of the Communist Party of China, Chinese social development has entered a period of comprehensive deepening reform. Under this premise, the reform and improvement of social security system has a very important significance for China to build a well-off society in an all-round way. It has been thirty years since China’s reform and opening up, the reform and improvement of social security system has made a series of good results, but due to some historical problems and the new requirements of the times, the social security system of our country still exist many aspects need to be improved.The social welfare thought of "The Third Road" is a new way for the western social welfare state out of the welfare crisis and the reform of the social security system. So our country can get through the understanding of the "The Third Road " social welfare thought in the western social welfare system reform at that time, some of them are selected for reference, which is suitable for our country’s national conditions and the development of social welfare ideology. These selective references can provide new ideas for the reform of China’s social security system, build a well-off society in an all-round way, as soon as possible to achieve the Chinese nation’s great rejuvenation of the Chinese Dream to provide reference.Firstly, this paper starts with the analysis of the social welfare thought contained in the theory of "The Third Road", and expounds the background of the "The Third Road" welfare thought. Secondly, it gives a detailed explanation and evaluation of the "The Third Road’"s original founder Anthony Giddens’ thoughts of social welfare. These ideas include the unity of rights and obligations, the power of the government restructuring, social inclusion and exclusion, the establishment of a "social investment country" to education and human capital development investment and other ideas. Thirdly, this paper takes the practice of the British Labour Party as an example, specifically elaborates the British Blair government’s policies in health care, pension, unemployment insurance, education, special social welfare and other aspects, and gives a brief review of the effectiveness of the British social welfare practice. Fourthly, by referring to some successful experiences of the reform of social welfare thought in the United Kingdom, it provides some suggestions and countermeasures for the construction of social security system in China. Finally, it draws the conclusion that the government should balance coordination and market development, adopted a series of measures such as increase of human resources investment, improve the legal protection and other aspects to ensure market benign development, so as to get balanced development and perfection of the social security system of our country.
