Chinese society is now on a position of system transformation, which happened in the areas of the politics, the economy and the culture of China. "Farmer worker", as a special community growing with the deepening of the system transformation, is a kind of objective result that conflicts seriously between Chinese industrialization progress and the dual social structure of the city and town, and also is a inevitable outcome that Chinese society transformation.For a long time, as one of the outcomes of Chinese society transform-"farmer worker"-is facing a very awkward situation in cities and towns: on the one hand, they make a great contribution for the development of national economy and society; on the other hand , they are not accepted by the cities and towns that they are serving. Furthermore, they can not fully enjoy the national treatment, especially the rights and interests in social security. "Farmer worker" has been the weakest marginal community in the society.In the thesis, the author thinks that the appellation-"farmer worker"-is just a perfect representation on the difference from the occupation and the identity. They are not the village resident but not the city resident. To sum up, "fanner worker" is a special community that only completed occupation conversion but not completed accordingly representation conversion in China society industrialization and city transform process.Currently, "farmer worker" has been a tremendous current, which is impacting strongly Chinese social structure. The dual social structure has been broken, and the new ternary one composed by village resident, "Fanner workers" and city resident is coming into being.Such a profound change in the social structure, makes the traditional dual economy structure suffers a strong impact. Social security theory established on the base of traditional dual economy also is suffered from the great challenge. When Chinese government puts forward perfecting the social security system in the citiesand towns, "farmer worker" need urgently a kind of fit guarantee pattern to actualize their basic social security rights. Resolving felicitously the question of "farmer worker" social security, can not only show the fairness and achieve the consummation of social security itself, but also will attain very great signification in promoting the fast development of social politics, economy, culture...etc.It is, therefore, of great significance to establish and consummate the social security system for them. In the thesis, the author proposes that "farmer worker" should be taken into the social security system in the cities and towns, starting from insurance for injuries suffered on the job to medical insurance and then the aging insurance. The common welfare labor organization and law assistance system for "farmer worker" should be established. The thesis also discusses about the guiding principle and related measures for social security system that is of referential value.At the same time, the author also analyzed the obstructive factors that affect the establishment of "fanner work" social security efficiently in a big length. A conclusion is summarized from the analysis: the factors that obstruct "farmer work" to enter the social security system in the cities and towns are only the conventional systems,policy and the mistake cognition hold by the government and some person. Therefore the obstructive ones are not too hard to exceed.
