Research On The Standard Operation And Management Of The Urban Vendors

Along with the advancement of urban and rural integration, the gap between the city and the country is getting smaller and smaller. There is also happening quietly change between urban residents and rural farmers. Farmers became residents of city. In this paper, a large part of vendors come from rural area. Some of them have lost their land, some also have land.But the lands basically rely on mechanized farming and human resources is rarely used. So in the rural areas, many farmers became idle who have no cultural knowledge. If they want to become rich, get into the city and become a vendors maybe a very convenient and good choice.Vendors in China has a long history, In folk, they are kindly called “peddler”,“ghost”and so on. In the early western Zhou dynasty, it has recorded that in the city of evening,evening sometimes, and common vendor flu in the《Zhou Li- Officer- our city》.So, we can see that“vendor”has become part of daily life of people. Time flies, in recent years, the large of vendors have been growing, some of them are landless peasants, laid-off workers. They tend to have relatively low education and culture and weak business and legal awareness.They often sale on the lane which influence the urban traffic and the city. The products have no the guarantee of quality and but also easy to produce food safety and health risks. As the city managers and citizens of the city environmental health requirements unceasing enhancement, the urban management department for urban efforts to deal with vendors in continuously strengthens. But this social problem has not been fundamentally changed, and produced new situations and new problems continuously. Violent law enforcement and violent resistance happened frequently. Therefore, if the conflict cannot be solved in time, it will have serious consequences. Those not only influence the government’s public image, but also the social stability. The management of the urban and rural vendors has become a problem of government management. at present all over the country has experienced a similar problem or symptom. So, it is very important to study the problems related to the current urban vendors and provide the corresponding countermeasures. This paper, taking Shandong Zhangqiu as an example, through a large number of questionnaires and the basis of analyzing the working experience in the system, elaborated the current urban and rural grantergovernment management of the status quo and the existing problems and reasons. Meanwhile,summary of domestic and foreign good experience and practice, put forward the management strategy and suggestion suitable for Zhangqiu. Both of them provide the basis for the other domestic and medium-sized cities on vendors management.By studying this paper considered that the existence of the vendors is inevitable and necessary. In the process of management,should pay attention to the concept of people-oriented,to continuously improve the basic quality of front-line staff,improve relevant laws and regulations.It is very important to strengthen the education of the whole people at the same time.
