| It is pointed out in the plenum document of "Decisions on Comprehensively Deepening the Reform on Some Major Issues by the Central Committee of the Communist Party of China " adopted by the Third Plenary Session of the Eighteen Party’s Congress that the goal towards a fair and order income distribution system be attained. Wage is the main form of income. To ensure legal payment and reflect fairness, both salary payment legislation and powerful inspection bureau are essential. A series of legislations on wage issues have taken effect after the founding of People’s Republic of China, and the labor security inspection bureau were founded accordingly. However, it seems the wage legislation is not sound so far. The labor security inspection bureau’s role in the salary payment is yet to be improved.In this dissertation, through the combination of literature survey, comparative studies and theoretical analysis of the ways, municipal analysis combining theory and government regulation and process reengineering were adopted to study the labor security inspection for wage payment in Fuzhou enterprises. In the Part 1 of this dissertation, the research purpose, significance and other ideas were introduced on the basis of a real example. In the Part 2, the theoretical foundation was elucidated. Moreover wage and wage payment security system, and labor security inspection concepts were introduced. In the Part 3, the wage payment imbalances between labor security supervision departments to monitor the presence of law enforcement forces and objects in Fuzhou enterprises were analyzed, focusing law enforcement unreasonable, labor security supervision and law enforcement issues such as the lack of administrative enforcement authority. In the Part 4, labor security inspection for wage payment in regulatory practice in the United States, South Korea, China, Hong Kong, Xiamen, Shanghai was taken as examples to gain the inspiration that classification regulation, preventive work, the establishment of early warning mechanisms and strengthen examination and training mechanisms are essential. In the Part 5, some specific measures were proposed. First, the construction of personnel should be strengthened to enhance regulatory role. Second, division of labour should be optimized to push the labor security inspection forward. Last the rigidity and the efficiency of law enforcement should be enhanced to strengthen labor security inspection for payroll regulatory role of in Fuzhou enterprises in. |
