With the acceleration of urbanization process and the dramatic increase of the amount of urban population, the peak growth of MSW also comes. The delayed treatment of various type of the garbage has limited the city development. Therefore, removing this obstacle is an undoubtedly severe challenge and we must give the issue extensive attention. Only by resolve this problem properly, can we create a good living environment, constructive an environment-friendly city, and make the city on the path of sustainable development.In the late 1990s, the government has began to increase the support strength of urban environmental protection infrastructure investment, and made a policy called "Recycle Reuse Reduce" in order to treat the MSW. and selected the implementation of the garbage fee,the waste disposal business on it’s right track and then began to develop rapidly. However, due to the lack of funding and the equipment shortages, the disposal method is landfill-based in most areas of our country, obviously, this treatment is kinds of evils. A lot of agricultural or commercial land is occupied by the refuse site, garbage siege phenomenon is often seen. In recent years, the introduction of the waste disposal concept and technology and equipment of municipal solid waste brings a new development opportunity for the disposal of MSW. the waste incineration power generation for MSW has gradually been used in some areas. But generally speaking, there still remain a big gap with the international advanced level whether in the improvement of the waste classification and recovery system, or technical measures as well as laws and regulations. "Garbage is a misplaced resource." A reasonable classification, balanced management, including garbage collection in the MSW recycling system, effective resources recycling, can not only make the reuse of MSW low-carbonization, but also meet our national conditions,which benefits environment and economic. This article mainly explains the problem of the reusing of MSW and the legal system through the following five chapters:The first chapter is to introduce the concept and composition of MSW, and described the two-sides of MSW. Intended to illustrative the harm caused by the MSW on people’s lives as well as its potentially huge value.The second chapter describes the front-end management of MSW. We recommended the establishment of garbage classification recovery system. And try to improve the classification recycling system through the analysis of the classification recycling status in our country and introduce some countries’perfect classification system.The third chapter is devoted to the end of the processing of MSW. Both the advantages and the restricting factors of the incineration power generation are analyzed. Described the incineration power should be based on a reasonable classification on the basis of our country, and should increase the independent research and development of the incineration technology.The forth chapter introduces the legislation and policy in the disposal of the MSW and lays the groundwork for the analysis of the defects of legislation and legislative proposal below.The fifth chapter improves the legislation of the law-carbonization reuse of MSW. Based on the fourth chapter, analyzed the legislative shortages and provided the legislative assumption, tried to promote the disposal of the MSW embark on law-carbonization path.The aim of this paper is to combine China’s actual situation of the municipal solid waste disposal, learn from the advanced experience, put forward the feasible suggestions of the law-carbonization reuse of the MSW, create good conditions of the business and make the industry orderly and healthy development.
