Study On Jiang Zemin’s Thought On Chinese Government Function Transformation

As the core of the tertiary central committee of the Communist Party of China, leading the whole party and people of all ethnic groups, Jiang Zemin has addressed in many important conferences, delivered a lot of speeches and publicized some works during the thirteen years of socialist modernization construction from the Fourth Plenary Session of the Thirteenth Central Committee to the Sixteenth National Congress, which contributes to form a theoretical system with Chinese characteristics and times features through creative inheritance and development of Marxism Leninism, Mao Zedong Thought and Deng Xiaoping theory and Jiang Zemin’s thought on the transformation of government functions is an indispensable part of the theoretical system. With further exploration based on a series of major issues on how to promote Chinese socialist modernization and shift our government functions under the booming background of economic globalization, Jiang Zemin’s thought on government functions transformation can be viewed as scientific and generalized macroscopic rational thinking, scientific world view and methodology, and invaluable theoretical wealth for our party, not only reflecting the new development of Marxism in China, but also providing the current government with a new thinking for functions transformation and instructing the practices concerning it. In view of this, it plays a magnificent role in instructing the party’s construction and promoting socialist modernization in the new period. Therefore, it is of great theoretical and practical significance to make a further study on the Jiang Zemin’s thought on government functions transformation in the terms of continuously advancing the party’s construction and socialist modernization.Instructed by the standpoints of Marxism, this thesis explores the origin, background, connotation, principles, measures and objectives of Jiang Zemin’s thought on governmental functions transformation so as to make a correct and systematic understanding of it, and discusses its significance and limitations.Firstly, it mainly analyzes the theoretical origin and background of Jiang Zemin’s thought on government function transformation which is based on the former excellent ideas on governmental functions especially ideas from Marx, Engels, Mao Zedong, Deng Xiaoping, further explores the changes of China’s national situations, discusses the domestic and international practices of Chinese economic and social development, namely the challenges appeared after the establishment of socialist market economic system and China’s access of WTO, and summarizes and concludes the experience and learning from governmental functions transformation. Therefore, it proves that Jiang Zemin’s thought on government functions transformation has a profound theoretical origin and background.Secondly, it mainly discusses its connotations and principles. Jiang Zemin’s thought on government function transformation is involved with wide range and rich in contents. This thesis aims to analyze its connotations from the following four aspects: its start point is to rationalize the relations between government and the market; the core is to realize the separation of enterprises from administrations; the key is to reduce the government intervention; the main mode is to strengthen macro-control. Then it elaborates on its three principles, namely, better troops and simpler administration, integration of authority and responsibilities, and rule by law.Thirdly, it thoroughly expounds its main measures and objects. Generally speaking, the whole system contains many facets. There are mainly five aspects in terms of main measures: conducting reform of government body and streamlining its organs, improving management style and promoting computerization of governmental affairs, advancing to streamline administration, delegate more power to lower government and deepen the reform of administrative review and approval, establishing modern enterprise policy for accelerating transformation of government functions, cadre and personnel system reform. In addition, it also has the clear goals to shift the government to a limited, service-oriented government with transparency and laws.At last, it investigates the limitations of Jiang Zemin’s thought on government function transformation and gains the enlightenment from it. It is the new development of Marxism governmental functions transformation theory, so that making study on it shall play a significant and practical role in promoting Chinese government functions transformation. However, it also has certain limitations which can make us know it further and more clearly and gain enlightenment from it. Firstly, the thesis explains the limitations of Jiang Zemin’s thought on government functions transformation and gives three underlying influential factors: underdevelopment of socialist market economics, unfulfillment of rule and governing by law, and progressive process of government functions transformation. Jiang Zemin’s thought on government function transformation plays an instructive role in the Chinese current governmental functions transformation, and reforms should be based on the Chinese national situations, advance with the times, promote the further transformation of governmental functions and carry out the principle of rule by law which is the guarantee of governmental functions transformation. In addition, the core task of the governmental functions is to be people-oriented and provide public service that benefits all people.
