The Study On Local Government Decision-making Response Mechanisms Under Citizen Internet Participation

In Western countries, as an important channel for citizen participation in politics-the network is not only an important platform for citizen participation in government decision-making and express their own benefit demands, it makes the government closer to the citizens, to be an effective response to citizen demands important carrier. With the new public service theory and good governance theory spread across the world, not only to urge the governments change the traditional bureaucratic system as soon as possible, but also to accelerate the governments and citizens to a co-governance. Therefore, as a service-oriented government’s core Elements-Government response has been more and more governments and civic concern and attention, and with the continuous development of the Internet, both of the government response or citizen participation all have a new way.Our country was in a management model of "big government, small society" for quite a long time, the government managed everything-even about the social affairs, while the citizen participation was in a lower level. After the reform and opening up, with China’s further impel the political restructuring, the laws and regulations goes further establish and improve, government management idea begin to change. At the same time, with the improvement of the level of civic education, their values also have been changed, citizens are increasingly want to take active part in the decision-making of local governments to express their personal benefits demands, which requires local governments can provide an effectively platform, and the emergence of the Internet has just to fill the gap which between supply and demand of citizens to express demands. In recent years, with the annual growth of Internet penetration in our country and the awakening consciousness of citizens participation on the internet, network has become an important way of citizens’ political participation in our country which cannot be ignored. Since the 17th National Congress of the Communist Party formally proposed to build a service-oriented government, the government response has become an important method to improve the quality of service-oriented government, has become an important goal of our government management paradigm transition. Governments at all levels have started the "shared decision making", "interactive decision-making" instead of "government decision making" and started to response the demands of the citizens on the internet. To a certain degree, it means the progress of China’s socialist democracy, and the government for good governance changes. To build a sound local government decision-making mechanism, it is not only one of the important ways to promote grass-roots democracy and encourage citizens to participate in the network, but also a rational choice to a limited government instead of an all-government-oriented.However, although the local governments in China has made a good beginning on government response mechanism construction, but based on the current division of local government functions too meticulous, weak service concept, in response carrier construction is lagging behind, the lack of relevant laws and regulations, local government response inefficiency, a lack of response to the performance evaluation and other reasons, local government decision-making respond mechanism still have many issues need to be resolved. The mechanism of the local government decision-making in our country needs to be further improved, and it is urgent to construct a more reasonable and effective local government decision-making mechanism, so that the reasonable demands of citizens can be effectively expressed and the ultimate goal of the local government and citizen’s co-governance can be achieved.This paper response to a study on the construction of local government decision response mechanism as the theme, use the Good governance theory and the new public service theory as the theoretical basis. Through summing up the history and development status of our government response mechanism, be analyzed the issue of local government response mechanism and the causes of them, combined with the actual situation to be reconstructed the processes of local government decision-making response, make better recommendations for government decision-making response mechanisms.The theory of the New Public Service Theory and the Good Governance Theory as a response mechanism of the basic theory throughout the text, and I think the construct of local government decision-making response mechanism should not stop at the theoretical, it should be applied to real-world applications. Guided by the theory of Good Governance Theory and the New Public Service Theory, combined with the actual situation of local government decision-making response in our country, reconstruct the local government response mechanism process, also make up the academic research in the government’s decision-making response mechanism to certain deficiencies in the mechanism for the Government’s response to the construction and implementation of Mechanisms to make a preliminary exploration of the theory has a certain reference value.
