Citizen Participation In Local Government Decision-making Under The New Media Perspective

At present,China is in the transition stage of social development.In the context of "deepening reform comprehensively" and "governing the country by law",citizen participation in local government decision-making has become an important issue.At the same time,born out of the fourth transmission revolution,the new media represented by Internet technology can overcome many deficiencies in the traditional citizen participation process and play an important role in environmental protection and neighborhood decision-making.Therefore,it is of great significance to study citizen participation in the decision-making of local government from the perspective of new media.In today's society,the use of new media case beyond count,citizen participation in local government decision-making,waste incineration power generation event representative and by the high degree of social concern,at the same time,it can show the typical characteristics of the new media.Therefore,this paper takes the waste incineration power generation in B District of Guiyang as an example,and uses case study method,interview method and comparative analysis method to discuss the corresponding problems.In the case analysis,the case only belongs to the local government one of the types of citizen participation in decision-making from the perspective of new media,namely "simple rights participation,and citizen participation type also includes" strong participation rights "and" interactive participation".Therefore,in order to further analyze the B event why only "simple rights participation",the paper selected representing two other types of Guangzhou in Panyu,Beijing Asuwei waste incineration power generation events comparing analysis between them and B events differently.On this basis,this paper summarizes the whole process of citizen participation in local government decision-making from the perspective of new media,and new media for citizen participation in local government decision-making role,at the same time,also discusses the new media from the perspective of citizen participation in local government decision-making problems and their causes.The main problems are: the uneven quality of decision information;representative in doubt;irrational participation and participation disorder;citizen participation in government response slow and take measures to safeguard stability at the same time,the government from the citizen participation consciousness.Due to the root of these problems lies in the existence of digital divide phenomenon is obvious;the spiral of silence effect induced by group polarization;vacancy and dislocation network public opinion management;information disclosure is not timely,not in place,at the same time,the government's decision-making and governance concept did not change.In view of the above problems and reasons,this article from the promotion of citizen participation in the network subject quality,change management philosophy and administrative pattern and improve the governance mechanism of network public opinion,and improve the security of the citizen network participation,put forward the corresponding countermeasures to improve.
